The Rwandan government has implemented electronic record system e-Mboni, in a bid to improve organisational efficiency, transparency and effectivity within the government.
e-Mboni was officially launched in Kigali on Monday by the Rwanda Development Board (RDB) and the Ministry of Youth and ICT, with the intention of improving government accountability and transparency by the introduction of the electronic documentation and record keeping system.
Efficiency and speed will also be enhanced given the quick search and document retrieval options e-Mboni offers, while inter-ministry and departmental communication will be facilitated given the centralised database system.
“This system is meant to improve inter and intra governmental efficiency ultimately geared to serve Rwandans in an efficient and effective manner,” said Jean Philibert Nsengimana, Rwanda’s Minister of Youth and ICT. “The advantage of this system is that it is flexible and mobile; one can work wherever he or she is in order to serve clients without delay.”
The project received funding from the World Bank, and has already been adopted by a number of ministries, including the Ministry of Local Government, Ministry of Youth and ICT, Ministry of Infrastructure, Ministry of Justice and Ministry of Internal Affairs. It has also seen uptake in district offices and public service organisations.
“The system is solution oriented – it is meant to drastically reduce the use of paper based processing and also automate, accelerate and simplify administrative processes,” said Patrick Nyirishema, head of ICT at the RDB, adding the system will be a catalyst for administrative reform within the government and as such will help power the country’s economic development.
