The draft Rwandan Information Communication Technology Bill is due for tabling in front of a plenary session for deliberation and a vote on implementation.
Agnès Mukazibera, chairperson of the Committee on Science, Education, Culture and Youth, told The New Times her committee had finished a lengthy review of the bill.
“It took us so long to adopt it because it was heavy,” she said. Most of the Bills we have examined are light, within a range of 35 articles, but the ICT Bill has about 450 articles, which required more time.”
The bill provides a legal, regulatory and institutional framework for the country’s ICT development currently lacking, allowing for the development of tech technologies along lines of international best practice.
“It will be tabled in plenary session between June and August and it is expected to go directly to the Head of State for approval,” Mukazibera said.
The new legislation is expected to enhance Rwanda’s position as a major communications hub, protecting the interests of consumers and including cyber security and privacy.
