ICASA snubs minister in LLU publication

The Independent Communications Authority of South Africa (ICASA) is going ahead with publication of its draft regulations on local loop unbundling (LLU) despite a promise to consult the communications minister.

HumanIPO reported last month ICASA had put back its original deadline of July 16 to publish the regulations, which will determine how fixed-line provider Telkom can open up its extensive network to other players.

It later emerged ICASA was holding back after agreeing with the new communications minister Yunus Carrim to wait for his opinions on the regulations.

ICASA released a statement yesterday however, saying they were going ahead with the publication and printing them in the Government Gazette.

The regulations will now be open to consultation with interested parties able to make written submission until September 9, 2013.
