Zambian minister accuses regulator of operator collusion

A Zambian minister has accused staff at the Zambia Information and Communications Technology Authority (ZICTA) of colluding with operators, resulting in high tariffs and poor service delivery.

Transport, Works, Supply, and Communications Minister Christopher Yaluma, during a visit to the ZICTA offices today, criticised the authority for failing to regulate properly and allowing mobile service providers to exploit Zambians.

The Lusaka Times quoted Yaluma as saying ZICTA had been “ineffective” in performing its regulatory role, saying it had instead sided with operators and allowed them to exploit the public with high prices.

He said he has instructed the authority to implement a clear strategy for improving access of ICT in Zambia, which details to Zambians the cost and benefits of such a scheme, and accused ZICTA of lacking any kind of direction.
